You can emit HTTP Headers from SSI by using the flastmod element,
        <!--#flastmod file="$DOCUMENT_NAME" -->
the echo element in conjunction with the LAST_MODIFIED variable,
        <!--#echo $LAST_MODIFIED -->
the exec element in conjunction with a script that emits the header,
        <!--#exec cmd="<script_name> $DOCUMENT_URI" -->
