This is correct. To quote from the documentation
<http://www.htdig.org/howitworks.html>

"In this process, the program will act as a regular web user, except
that it will follow all hyperlinks that it comes across. (Actually,
it will not follow all of them, just those that are within the domain
it needs to gather information on...)"

Well there are lots of ways, including whipping up a small script to
generate a list of URLs from the directory listing. Or, if you use
Apache, you can use mod_autoindex. (Most webservers offer something
similar.)
