Actually, I think this is true of the 3.2.0 betas, but not of 3.1.5.
In 3.1.5, local_urls_only applies to URLs that fall under the scope of the
local_urls or local_user_urls attributes. If these are not specified,
are specified incorrectly, or do not cover all possible URLs allowed by
start_url and limit_urls_to, then htdig may fall back to HTTP, whereas
in 3.2 it will not.
