No, htdig (the program) will never create a file called db.wordlist.new
unless you have changed the default word_list setting. However, htmerge
will since it doesn't want to overwrite the file it is currently merging!

If you do not have a db.wordlist file generated by htdig, then something
very wrong is happening. Try running htdig -v (or -vvv or more v's for
more debugging info).
