You can put text for non-Java browsers between the <APPLET> and </APPLET>
tags, so your code would look so, and the internal text should not appear in
a Java-enables environment
(I am surprised that MS FrontPage doesn't do this automatically):

<applet code="fphover.class" codebase="../../" width="120" height="24">
<param name="hovercolor" value="#0000FF">
<param name="effect" value="glow">
<param name="color" value="#000000">
<param name="font" value="Dialog">
<param name="fontsize" value="10">
<param name="textcolor" value="#CCCCCC">
<param name="fontstyle" value="bold">
<param name="text" value="For members">
<param name="url" valuetype="ref"
value="http://intra.eurofer.be/helpdesk/index.html">

<A HREF="http://intra.eurofer.be/helpdesk/index.html">For Members</A><BR>
</applet>
