Final analysis - which worked:

   String command = SORT_PROG;
    // String tmpdir = getenv("TMPDIR");
    String tmpdir = "/usr/tmp";
    if (tmpdir.length())
    {
        command << " -T " << tmpdir;

    }

worked like a charm.
