http://www.htdig.org/attrs.html#iso_8601
http://www.htdig.org/attrs.html#date_format

E.g.:
        iso_8601: true
or date_format: %Y-%m-%d

The date_format attribute was introduced in ht://Dig 3.1.2, so if you're
running an older version, you'll need to set iso_8601 to get a non-US date
format, which is equivalent to the more long-winded: %Y-%m-%d %H:%M:%S %Z

The locale setting doesn't affect the date format in current releases of
htsearch. Only in the 3.2 development code does changing the locale affect
the default date format.
