Try setting CFLAGS and CXXFLAGS before invoking configure, i.e.
CFLAGS="-O2 -I/usr/local/include/g++" \
CXXFLAGS="O2 -I/usr/local/include/g++" \
./configure --prefix=/usr/local

Should work ,-)
