Yes, though as written, this won't work. Try:
limit_urls_to: ${start_url} http://foo3.com/foodirectory/

Sure. ${start_url} is just a helpful default. All it wants is a list of
patterns to match. Heck, you can do what you have above, and add in a file
of limits:
limit_urls_to: ${start_url} http://foo3.com/foodirectory/ \
`/my/dir/this/file.limit`
