Hmm. I'll check the htword code. It *was* set with my first version of the
flags. :-) It was set when the string changed after lowercasing for
storage in the database.

Yes, this will eventually need to be done for localization purposes too.
Not everyone uses the word "title." But my biggest worry is with encoding
problems--someone will change the config setting and then ask why things
seem "strange" like the thread on htdig@htdig.org about url_part_aliases.
