OK, this is a reasonable change (since as you mention Configuration
is no longer really general).

I have to say I would have liked a bit more justification before
committing this. Granted, I think it's fine and I think you're doing
it because it *is* necessary for your compression code. Neverthess, I
hope you can understand I get chills when a whole bunch of files need
changing in a semi-frozen tree.
