[htdig3-dev] URL.cc and friends

       Hi,

       I suggest moving the *URL* files from htlib to htcommon. The idea
is to put them with with default.h because there are references to the
global 'config' object. This will prevent interdependencies problems on
some systems.
       I you agree about this move I'll do it.
