Yes, but not necessarily the "first draft." Since ensuring the HTML is
valid 4.0 is fairly easy, I think we don't need to worry about it at the
moment.

As for the site itself, I think the layout has a great deal of potential.
It certainly works *very* well in lynx. The biggest drawback as I see it
right now is that the sidebar looks very weird in the Installation section
because there's only a small amount of text at the top. However, it works
very well on the mainpage with the "Recent News."

(I'm not a big fan of the color scheme, but as he initially said, it is
subject to change.)
