TODO basically needs to be rewritten from scratch. Many of the items are
finished and we have some new priorities. It looks like a rewrite into
Java is on hold for now.
For better internationalization, I'd include a "change to ASCII" subpoint.
Maybe I'll submit a patch for my suggestions to TODO.html tonight.
